NEW YORK, Nov. 10 (01:31) Kyodo

The Texas Rangers have made a major bid for Daisuke Matsuzaka,
perhaps close to $30 million, and that the Rangers have a chance to
win exclusive negotiating rights, the Dallas-based Fort Worth
Star-Telegram newspaper reported in its electronic edition Friday.

The Rangers refused to comment on the situation, citing a gag
order by Major League Baseball, the report said.

''I'm not going to comment one way or the other,'' Rangers
general manager Jon Daniels was quoted as saying.

The winning bid was transmitted by MLB to the Japanese league
Wednesday, but the identity of the team with the winning bid was not
revealed.

The Seibu Lions, who own the 26-year-old right-handed pitcher,
have four business days to decide whether to accept the bid, and the
winner is expected to be revealed early next week, the report said.

The winning team has 30 days to negotiate with Matsuzaka, who is
represented by Scott Boras. If no accord is reached, the bid money
will be returned to the major league team, and Matsuzaka will spend
another season in Japan before becoming a free agent who can
negotiate with any team.
